AB 317 – CEQA Exemption for Starter Homes

AB 317 exempts from CEQA review new homes that are 1-bedroom, under 1,500 sq ft, and priced under $400k for first-time buyers. It also delays property taxes until the home is sold—supporting true starter homes.

It’s one of the first bills designed specifically to bring back the “starter home,” recognizing that affordability starts with scale and smart policy incentives.
